Where is the odor coming from?

The odor is coming from the West Contra Costa Sanitary Landfill Organic Material Processing Facility (located at 1 Parr Blvd., Richmond), a solid waste management facility that processes organic waste into compost. Contra Costa Health (CCH) regulates facilities like these to ensure they operate in compliance with state environmental standards, including odor-control measures.

What is causing the odor in the community?

A combination of an increased volume of organic material diverted from a landfill for reuse coupled with increased contaminated food wastes has resulted in more odor than usual coming from the site.

    Is the smell harmful?

Generally, unpleasant odors don’t always mean harmful exposure. However, strong or persistent smells can cause discomfort or short-term symptoms such as headaches, nausea, dizziness throat, nose or eye irritation.

What can I do to prevent or stop the smell at home?

Stay indoors and keep windows/doors closed. Use air filters or run AC on “recirculate” if possible. If you experience symptoms, seek fresh air or medical care if symptoms are severe or persistent.

What actions has Contra Costa Health taken to address the odor complaints?

Contra Costa Health (CCH) has conducted assessments to confirm that the odors were not hazardous. CCH is onsite regularly and has issued multiple notices of violation. The operator is processing material as quickly as possible, and CCH is ensuring the steps laid out in the facility’s Odor Impact Minimization Plan are being followed.

Who can I contact for more information?

You can contact CCH’s Environmental Health program at (925) 608-5500 or email us at cocoeh@cchealth.org. We are committed to keeping the public informed and addressing any concerns.
